At a Press Conference on Saturday 22nd August 2015 in Arua Town, Michael ANGUNDA, the Independent Candidate aiming to become the LC V Chairman in Arua District, highlighted his Goals for 2016 - 2021.
He wants to revise the strength of Health in Arua District motivating Health workers, reducing Infant Mortality and Death while giving birth.
For Education, he wants a paradigm shift from bookish to practical education where learners are encouraged with direct material gain for good performance.
Unemployment will be sorted out with Youth Empowerment Programmes.
He wants to create a Task Force Centre for Information to ensure transparency and an open office of ideas and updates.
"The President commissioned a Public Hall in 2007, but today the Arua Municipal Council still sits in Social Centre meant for other groups of Citizens. This is not an ambitious plan, the results are tangible. Rent land, make bricks and request Central Government for input..."
"A whole district like Arua must have a stadium... If a high altitude stadium can be built in Kapchorwa because of Kiprotich, why not Dorcus Inzikuru Stadium in Arua..."
"Boda bodas are agents of change and security..."
Concerning Veterans, he wants speedy payment of gratuity for those who served their country diligently.
Water and Sanitation are also priorities in his  Plan. Within every 2 Kilometres, there should be a source of water. Every village should have a borehole.
Since District machinery is lying idle, he will use them to upgrade and maintain roads.
His dream is "Participatory Leadership" where everyone is contributing, something like Socialism, a Salongo Spirit of Unity, Ledger ledger work and so forth.
He will also encourage Arua's relationship with foreign countries like Germany.

Angunda wants to run a People's Government, not just Party Affiliation. Standing on the Independent Ticket, Angunda believes his Manifesto must harmonise with those of other Parties, that is NRM, UPC, FDC and DP. He says, "We have more commonalities than differences..."

He was nominated on 20th November 2015 with signatures from 25 subcounties (surpassing the requirement of 18 subcounties) he visited in person...
